Transport Ministry accelerates FY2026 budget disbursement — 171.42 billion baht drawn so far; "Siripong" checks 21 projects worth over one billion each, contract signings to be completed this September

"Siripong" pushes for accelerated disbursement of the Transport Ministry's 2026 budget — as of July 2026, 171.42 billion baht has been drawn, representing 65%, still below target. He also urges agencies to fast-track the disbursement of more than 12.81 billion baht in carried-over 2025 funds before the deadline, and presses the Department of Highways to complete procurement and contract signing for the remaining 21 new committed projects worth over one billion baht each — totalling 3.2 billion baht — by this September.

On 18 August 2026, Mr. Siripong Angkhasakunkeit, Deputy Minister of Transport, presided over the 2nd meeting of the Working Committee on Budget Disbursement Monitoring and Acceleration No. 2/2026. He stated that the meeting monitored the disbursement performance of the 2026 annual expenditure budget, the carried-over 2025 reserved funds, and the capital investment budgets of state enterprises under the Ministry of Transport, to ensure progress in line with established plans and targets. For 2026, the ministry was allocated a total budget of 262,621.83 million baht, of which 232,574.40 million baht is the capital investment budget.

The cumulative disbursement as of the end of July 2026 stood at 171,422.37 million baht, with the capital investment portion amounting to 149,102 million baht, or 65% — still tracking in line with the cumulative disbursement plan for the same period, with a final target of 95–96%. Regarding state enterprise capital investment disbursement, the cumulative figure as of the end of July 2026 was 78,040.96 million baht, against a cumulative plan of 81,890.00 million baht, falling short of the plan by 3,849.04 million baht.

He therefore instructed all agencies to closely monitor operations, particularly those still experiencing slow disbursement — such as the Department of Airports (DAoT), the Marine Department (MD), the Department of Highways (DOH), and the Department of Rural Roads (DRR) — to accelerate items planned for disbursement in August and September 2026, and to ensure that procurement processes and contract signings are completed within the specified timeframes, so that budget management is efficient, achieves its targets, and allows investment projects to proceed without interruption.

Mr. Siripong said the meeting also tracked the disbursement of carried-over 2025 reserved funds as of the end of July 2026, finding that cumulative disbursement reached 28,384.02 million baht against a cumulative plan of 36,507.04 million baht, falling short by 8,123.02 million baht. Meanwhile, a further 12,818.90 million baht remains to be urgently disbursed during August and September 2026. All agencies were therefore instructed to accelerate the processing and disbursement of outstanding items within the designated timeframe, particularly those that must be completed by September 2026.

In this regard, all single-year items — totalling 7,973 items with a combined value of 90,029.18 million baht — had, as of the end of July 2026, seen 7,956 items already contracted, with the remainder expected to be signed by September 2026.

Under the 2026 annual expenditure budget, new committed projects valued at below 1,000 million baht number 269 items with a combined value of 9,706.53 million baht; 175 items have already been signed. Of the remainder, 35 items worth 2,800 million baht are planned for signing in August 2026, and 59 items worth 2,700 million baht are planned for signing in September 2026.

As for new committed items valued at over 1,000 million baht, there are 26 projects with a combined total value of 26,290 million baht (with a 2026 budget allocation of 4,009 million baht). Five items, totalling 744 million baht, have already been signed. The remaining 21 items, with a combined value of 3,235 million baht, are planned for signing as follows: 7 items worth 1,108 million baht in August 2026, and 14 items worth 2,126 million baht in September 2026.
